Bogotá City Council Approves Family Commissariats and Building Reuse Agreements This Week

The Concejo de Bogotá approved Acuerdo 1052 de 2026, ordering the expansion and strengthening of Comisarías de Familia up to a maximum of 80 locations across the city. In the same session it passed Acuerdo 1041 de 2026 to promote the reuse of existing buildings, with priority given to the Centro Histórico and Sectores de Interés Urbanístico that already have Planes Especiales in place.

Expansion of Family Commissariats

Acuerdo 1052 de 2026 directs the district administration to increase the number of Comisarías de Familia and reinforce their operations. The measure sets an explicit ceiling of 80 sites. Council records note that the agreement forms part of routine legislative work completed during the current period.

Building Reuse and Urban Sectors

Acuerdo 1041 de 2026 focuses on incentives for reusing existing structures rather than new construction. The text singles out the Centro Histórico and designated Sectores de Interés Urbanístico that operate under Planes Especiales. The agreement aims to channel investment toward already developed areas covered by those plans.

Plan Commission Decisions and Pending Items

The Comisión del Plan approved several initiatives related to mobility, culture and medio ambiente. At the same time, the commission continued to examine the future of the Regiotram del Norte, with discussions centering on urbanistic disputes. Separately, the Consejo Nacional still has more than $156 mil mill pending payment, according to the same council documentation.

Next Steps for Implementation

With the agreements now approved, district agencies are expected to prepare the regulatory steps required to begin expanding the Comisarías de Familia network and to design the reuse incentives for the targeted historic and urban sectors. The debate on the Regiotram del Norte remains open within the Plan Commission.
