Bogotá Assembly Shifts Water and Power Rate Calculations for Households

The Bogotá Assembly approved the Utility Rate Adjustment Bill on July 8, which revises the formula used by the city’s public utilities company to set residential charges for water and electricity. The change applies to all 19 districts and will take effect with the first billing cycle of 2027.

Why the change arrives now

City officials have cited rising maintenance costs for aging pipelines and power substations as the main driver. The bill updates the indexing method that ties rates to operational expenses rather than a fixed annual increase, a shift already outlined in the 2026 fiscal planning documents released by the mayor’s office in March.

Residents in neighborhoods such as Suba and Bosa will see the new calculation reflected in their bimonthly statements. A household using average volumes of water and electricity can expect the rate review to occur each January instead of the previous October schedule, altering when price adjustments appear on invoices.

Local budget figures and next steps

The legislation states that the utilities company must publish the revised rate tables 90 days before they apply. Local advocates note that the city’s 2026 operating budget earmarks 1.2 trillion pesos for infrastructure repairs that feed into the new formula.

Property owners and renters alike will receive written notice through their existing utility accounts. The government says the policy will require the utilities commission to hold two public hearings each year to review cost data before final rates are posted.

Implementation begins with meter readings collected in late December 2026, after which the first adjusted bills will arrive in February 2027. Community organizations are preparing informational sessions at district community centers to explain how consumption data will be applied under the updated rules.
