Bogotá Expands Digital Literacy Programs but Faces Questions on Equity and Data Use

BibloRed operates 145 reading spaces that run free workshops such as Alfabetización Digital for adults and CreaTIC for youth in partnership with Corporación Universitaria Minuto de Dios.

The city now links these efforts to wider infrastructure, including QR codes on 120 electric TransMilenio buses that connect riders to the Bogotá Digital Library’s remote collection of more than two million items. At the same time, 39 fixed digital inclusion points operate in 15 Casas de Oportunidad e Igualdad, 10 Puntos Vive Digital, and 14 Portales Interactivos located in Ciudad Bolívar, serving residents from age 4 to 90.

Scale of current offerings

These sites supply practical ICT training without cost, yet the concentration of 14 points inside one southern locality raises early questions about whether northern and western neighborhoods receive equivalent coverage. Fundación Casa del Bosque adds specialized sessions on web technologies, programming, and computer security while studying how the digital divide affects marginalized communities.

Makaia, working with Scotiabank Colpatria, began a targeted program in May 2024 that has so far reached 70 adults aged 50 and older. The modest headcount illustrates both the promise of focused adult education and the challenge of scaling such work citywide.

Questions that remain open

Access through public buses and library networks lowers some barriers, but the handling of user data generated by QR log-ins and workshop registrations has not been detailed in public materials. Fundación Casa del Bosque’s research on the social digital divide points to the need for clearer safeguards if programs are to avoid reinforcing existing inequalities.
